U.S. Tariffs Again – Implications for Global Supply Chains

On April 2,2025, the United States announced a sweeping tariff package under the International Emergency Economic Powers Act (IEEPA), introducing a baseline 10% tariff on imports from all countries and additional surcharges for those with significant trade surpluses. However, just one week later, the U.S. administration paused the additional "reciprocal" tariffs for 90 days – for all countries except China. Some Chinese products may now face cumulative duties reaching as high as 245%.

Additionally, effective May 2, 2025, the U.S. will eliminate the de minimis exemption for Chinese-origin goods. This means that low-value shipments (under $800) from China and Hong Kong will no longer enter the U.S. duty-free. These changes are already reshaping global trade dynamics and triggering a wave of strategic realignments across supply chains.

Why It Matters Globally – and for Romania

The World Trade Organization has forecasted a sharp drop in global trade growth – from 2.7% to just 0.2% for 2025 – in light of these developments. While Romania is not directly targeted, the broader EU bloc is. As a result, Romanian businesses, particularly those integrated into EU supply chains or aligned with U.S.-dependent sectors, could experience indirect effects such as weakened demand, shifting sourcing channels, and rerouted trade flows.

How Global Shifts Could Open New Doors

Despite the immediate uncertainty, these developments may unlock new opportunities. As Chinese and other tariff-hit exporters lose ground in the U.S. market, they are expected to redirect excess inventory toward secondary markets – including Central and Eastern Europe.

Simultaneously, U.S. buyers may begin sourcing from un-tariffed or less-impacted regions. Romanian producers - especially in agriculture, light manufacturing, and mid-tech goods – could benefit by positioning themselves as cost-efficient and reliable alternatives within the EU supply base.
