eTransport is Romania’s national electronic transport-control platform for high-fiscal-risk and international road shipments, operated by ANAF and Customs.

The system generates a UIT code (Unique Identification Transport), an alphanumeric identifier assigned to each declared shipment.

2. How It Works & What You Must Do

eTransport applies to cargoes over 500 kg or valued above 10,000 RON, including both domestic and international road movements passing through Romania.

Key requirements include:

The loading or unloading party (exporter, importer, or warehouse) must submit shipment details via the SPV portal, sign electronically, and obtain the UIT code.

The UIT must be secured up to 3 calendar days before transport. Validity: 15 days for international shipments, 5 days for domestic.

Carriers must hold the UIT (printed or digital) throughout the journey and present it during inspections.

3. Non-Compliance Risks & Sanctions

Failure to comply can result in:

Fines ranging from 20,000 to 100,000 RON for businesses.

Confiscation of goods, especially after repeated offenses.

Since November 2024, ANAF has taken a phased approach to enforcement:

First offenses are generally met with fines, not confiscation.

Subsequent violations escalate in severity.
